We’re seeking a Senior Manager of Software Development & Engineering to lead multiple high-performing scrum teams delivering resilient, scalable services on a modern Java platform with SQL Server and Oracle. This is a unique opportunity to shape the future of retirement technology and drive innovation across critical initiatives that impact millions of participants. As part of our modernization strategy, you will lead transformative projects that include:

  • Electronic Account Opening (EAO) Modernization: Migrate to the next-generation ROAR platform to reduce NIGOs (accounts not in good order), accelerate onboarding, improve operational efficiency, and strengthen compliance with Memorandum of Understanding (MOU) requirements.
  • Employer Managed Trade Rules (EMTR): Build a trusted, immutable data environment to enforce dependable trade restrictions, validate plan configurations, and support regulatory reporting and audits.
  • Crypto in Personal Choice Retirement Account (PCRA): Introduce secure, compliant crypto currency capabilities into Personal Choice Retirement Accounts, expanding investment options and redefining participant engagement.

What You’ll Do:

  • Lead and Inspire: Serve as a servant-leader and talent multiplier, coaching engineers and Scrum leaders to achieve technical excellence and predictable delivery within a SAFe ART.
  • Drive Innovation: Partner with Product, Architecture, and Risk/Compliance to design secure, compliant solutions that modernize PCRA services and introduce next-generation capabilities.
  • Deliver Incremental Value: Ensure high-quality releases that improve participant experience, operational efficiency, and compliance.
  • Build Culture: Foster a culture of learning, accountability, and continuous improvement across teams.

What you have


Required Qualifications:

  • 8+ years in software engineering with strong Java (Spring Boot, RESTful services, microservices) and relational databases (SQL Server required; Oracle exposure a plus)
  • 7+ years in Tech leadership including 3+ years as a Software Development Manager (People Leader) role
  • Proven ability to hire, mentor, and performance‑manage engineers; create inclusive, high‑trust teams; and drive continuous improvement with measurable metrics (throughput, quality, stability)
  • Strong expertise in OpenAPI and Restful API development, microservices architecture, and cloud platforms.
  • Strong expertise in Authorization frameworks (OAuth 2, SAML, JWT) and Mocking frameworks (Mockito, Powermock)
  • Experience with Linux, Kafka, Rabbit MQ, Veracode, Blackduck, GitHub, GitHub Actions, Jira , HTML, CSS, Typescript, Javascript, Angular, JUnit, JPA/Hibernate, and InteillJ
  • SAFe Agile methodologies and leading SCRUM teams at scale
  • Understanding of financial services, recordkeeping systems, or retirement services
  • Implement proactive monitoring and reliability practices across applications
  • Balance short-term delivery commitments with long-term technical strategy

Preferred Qualifications:

  • Experience with legacy system modernization and data migration strategies, particularly in Retirement Services Industry
  • Hands-on experience with cloud platforms (PCF,AWS,GCP) and container orchestration (Kubernetes, Docker)
  • Experience implementing AI/ML models in production environments or using AI-powered development tools (GitHub Copilot, ChatGPT for code) Background in API gateway management, rate limiting, and API security best practices
  • Familiarity with observability tools and practices (DataDog, Splunk,App Dynamics, Prometheus, Grafana)
  • Familiarity with Domain Driven Design and Clean Architecture
  • Drives data-based decisions and optimizes performance through strategic insights

In addition to the salary range, this role is also eligible for bonus or incentive opportunities.
